县市党代会常任制试点的做法与思考

中国共产党在中国政治权力构架中处于核心地位,政党推动成为中国政治民主化的内在演进逻辑。第二轮党代会常任制试点改革在实践中摸索到了一些好的做法和经验,比如在党代表的产生方式、年会制和配套改革方面都迈出一定的步伐。当然,在试点改革中也出现了一些问题需要继续探索,比如党代表的专业性资格问题、党代会常任制的理论定位问题以及要不要设立党代会常设机关的问题和党内分权的问题等等。党代会常任制改革应该在上级的支持和指导下,有步骤地进行,逐步扩大试点直至全面铺开。

Some thoughts and deeds on the sports of the permanency of party representative congress of county

Chinese communist party plays a central role in the political power system of China;the inner-democracy has become the inherently deductive logicality of Chinese political democracy.Some excellent measures and experience had been groped in the second reform of the permanent system of the party congress,such as the achievements scored in the productive ways,annual session system and the consummative reform of party congress.However,some problems need attaching more attention continuously,just as the problem of the professionalism of representatives,theoretical orientation,whether to establish the standing committee or not,and power-dividing inside the party.Under the upper's support and guidance,the permanent system of the party congress should progress step by step,and gradually enlarge to perform in all-round way.
