关于加快国有小企业资产重组步伐的思考

加快国有小企业资产重组的步伐，不仅是国有企业改革进程中的重要环节，而且也是我国经济体制改革和社会主义市场经济发展的迫切需要。然而，现阶段国有小企业的改革步伐严重滞缓。思想认识上的主观因素是主要原因：认识模糊，目标不明；观念陈旧，思维呆滞；顾虑重量，无所作为：负担过重，消极等靠。针对以上问题，当前应抓好以下几方面工作：一是围绕国有小企业资产量组，开展好新一轮的思想解放；二是借助产权流动．化解企业债务；三是注重企业“变活”，用“变活”保障“变现”；四是把资产重组与加强企业管理有机结合起来；五是因地制宜，因企业制宜，继续坚持产权改革形式的多元化原则；六是进一步抓好各项配套改革。

On the thinking of Accelerating Re-combination of Assets of the small state-owned Enterprises

To speed up the tempo of recombination of assets of the small state-owned enterprises is not only the key link in the course of the state enterprise reform, but also the urgent need of both the economic system reform and the socislist market economy development in our country. However, the reform of small state enterprises at the present time has made slow progress, which results mainly from the subjective mental factors. This paper presents some solutions to the problem.
