统筹经济建设与国防建设治理体系基本问题研究

十八届三中全会和四中全会强调了推进现代化治理体系的重要性,国防建设和经济建设是中国现代化建设的重要组成部分,统筹两者的建设发展具有现实意义。统筹经济建设和国防建设主要任务就是治理主体通过一系列的制度优化配置国防资源和经济资源。研究认为:统筹治理体系由治理主体、治理客体和经济资源组成,统筹治理体系的主要特征为主体多元化、方式规范化、形式制度化、手段法治化4个方面,具体表现为统筹经济建设与国防建设的制度体系,分别从体制、机制和法制这3要素研究治理体系及相互间关系,形成统筹治理体系的整体框架。新阶段统筹工作要以领导体制、组织机构、工作机制、法律法规体系、政策这5个方面为重点开创统筹治理新局面。

The Basic Aspects of the Governance System between National Defense and Economic Construction

The Third and the Fourth Plenary Session of the 18th Central Committees stressed the importance of promoting modern governing system, and pointed out that national defense and economic construction are important components of China's modern construction. The coordination of both is of practical significance. The main task of the overall governance system is to allocate defense resources and economic resources rationally through a series of systems. In this way, this study concludes that the overall governance system is composed of governing subject, governing object and economic resources, whose main characteristics are diversification of subject, standardization of methods, institutionalization of forms and legalization of ways. These aspects are expressed in an institutional system of national defense and economic construction. The relationship between system elements can be studied from three aspects:system, mechanism and legal system, from which the overall governing system can be made clearly. The coordination should be dealt with from 5 perspectives made up of leadership system, organization, working mechanism, laws and regulations so as to build a new outlook.
