中国农村社会保障制度改革:一种"土地换保障"的方案

通过均分土地使用权向农民提供的社会保障不仅是低水平的 ,而且还妨碍了农村经济的发展。考虑到土地制度和社会保障制度的内在联系 ,本文提出了一种“土地换 (现代社会 )保障”的改革方案 ,其核心内容包括 :( 1 )土地国有化 ,赋予农民永佃权 ;( 2 )农民以永佃权同国家交换现代社会保障 ;( 3 )国家出售二级永佃权 ,允许二级永佃权自由流转。

Reform of Chinese Rural Social Guaranteed System-A Project to "Exchanging Guarantee with Land"

Not only providing social guarantees to farmer is low level through divide equally the land usage power, but also still hinders the development of the rural economy. Considering intrinsic contact with the land system and the social guaranteed system, this article put forward a reformational project to "exchanging guarantee with Land", its core contents includes: (1)nationalizing the land,giving farmers the permanent tenancy rights;(2) the farmer is together national to exchange the modern social guarantees with the permanent tenancy rights;(3)government selling the secondary permanent tenancy rights,and allowing the secondary permanent tenancy rights freedom flow to turn.
