应急决策需要政治传播的正能量

为研究应急决策中政治传播对公共危机事件的影响,通过案例和情景分析,对政治传播的现状、问题和途径进行分析.研究认为,应急决策是危机管理的核心和关键;信息传播的管理,尤其是政治传播,对应急决策至关重要;危机中的政治传播是为了说服公众、引导舆论,化解矛盾,在本质上是一种论证的技能.因此,应注重话语体系和修辞模式的重建,不仅要让人“听得到”,更需要让人“听得进”;政府与媒体应积极争取话语权,说明真情、表明态度,努力争取公众更多的理解和支持,不管是互信还是他信,都要立足于公信.

Emergency decision needs positive energy of political communication

With the aim of studying the impact of political communication on public crisis in emergency decision, this paper analyzes the present situation, problems and channels of political communication. The conclusions are as following： firstly, emergency decision is the core of and key to crisis man- agement; secondly, the management of information dissemination, especially political communication, is of great importance for emergency decision ; thirdly, political communication in crisis, a kind of reasoning skill in essence, is to persuade the public, guide public opinions and resolve conflicts. Therefore, in or- der to make the public hear and be heard, more attention should be paid to the reconstruction of discourse system and rhetoric mode. To strive for more public understanding and support, government and media should actively seek the right to speak, reveal the truth, and make their attitude clear. Whether two-side trust or one-side trust, both should be based on public trust.
