德法并举：小康社会治理之经纬

江泽民关于依法治国和以德治国并举的重要思想是对马克思主义国家学说的丰富和发展 ,是对建设有中国特色社会主义规律性认识的升华。德法并举治国模式的选择对小康社会的治理来说 ,具有重要的理论意义与实践意义。德法并举是当前发展社会主义市场经济的内在需要 ;是加强我党自身建设的需要 ;是加强社会主义精神文明建设的需要。为此 ,要加强对法治与德治自身及二者并举这一重大现实与历史课题的研究 ,为建立、发展、完善与社会主义市场经济相适应的法律体系和道德体系献计献策。

By the Rule of VIrtue and Law:Key to Governing the Well-off Society

Jiang Zemin's thought of governing the country by the rule of virture and by the rule of law has richened and developed the national theory of Marxism and purified the understanding of building socialism with the Chinese characteristics.The model of governing country by the rule of virtue and law contains theoretical and practical significance for managing the well-off society.Governing the country by the rule of virtue and law meets the need of developing market economy of socialism,meets the need of strengthening self-construction of our party and civilization building of socialist spirit.Therefore,we should strengthen the research of the important historical and practical project about governing the country by the rule of virtue and law and provide plans and tactics for building developing and improving legal system and moral system which are suitable with market economy of socialism.
