普京时期,俄罗斯对独联体政策是:(1)区别对待独联体国家,同时在市场经济与互惠互利的原则基础上重建和发展双边关系;(2)在次地区层面,重点经营集体安全条约组织和欧亚经济共同体,同时继续发展俄白联盟国家和统一经济空间,抑制"古阿姆"集团;(3)在独联体框架下,发掘独联体在人文和抵御非传统安全威胁领域的合作潜力,发展在其他领域的多边合作。通过实施积极而务实的独联体政策,普京政府维护了俄罗斯的利益,保持了俄作为独联体一体化主导者的地位。未来俄罗斯对独联体政策和俄主导的独联体一体化进程将面临诸多困难和挑战,但是俄罗斯仍将继续巩固和扩大以俄为首的独联体军事政治联盟,推进独联体经济一体化。

Russia's CIS Policy during the Putin Presidency

The Putin Presidency had witnessed positive and pragmatic policy towards the Commonwealth of Independent Statcs(CIS).First,Russia dealt with different CIS countries in diffcrent ways,and developed bilateral rela- tions on the basis of principles of market economy and mutual benefit;Second,at sub-regional level,Russia put its priority on the Collective Security Organization,and the Euro-Asia Economic Common Market,devel- oping the Russia-Bclorussia States Union;Third,Russia developed multi-lateral cooperation in the area of non- traditional security issues.Putin had managed to safeguard Russia's national interests,and maintained Russia's leading role in the CIS.
