| 摘 要： | 威廉配第的"劳动是财富之父,土地是财富之母",诠释了土地与人类的关系,土地是我们人类赖以生存的物质基础。土地制度是农村制度的基础,党的十七届三中全会提出要规范农村土地流转制度,对推进农村土地的规模化发展具有重要意义。目前我国关于土地流转的法律体系不健全,缺乏具体实施细则,应制定专门的土地流转法,完善相关的法律法规,进一步规范土地流转行为。

| Abstract: | Collective land system is the foundation of rural society’s economy.Currently,land transformation has already become one of the new models which greatly activate rural economy.This thesis firstly analyzes the connotations and characteristics of rural land transformation mechanism from a legal perspective.For the existing obstacles in the context of land transformation,the thesis finally aims at exploring solutions,which are of great significance for more reasonable and organized land transformation in rural areas in China. |
