| 摘 要： | 多元化社会,表达权是一项基本人权,然而现实中又确实还存在诸多因素限制着表达自由的实现,凸显当前表达权保护的有效性不足。表达自由要得以真正全面的实现,需要政府和公众的互动。就政府而言,要实现制度上的拓展及公权力的自我约束;就公众而言,需培养公民意识,强化表达意识和能力。

| Abstract: | The right to express is a fundamental human right in the multi-dimensional society.However,there are many restrictions on the realization of freedom of expression in the real life and the current policy is unable to give effective protection for the right to express.To realize the comprehensive freedom of expression needs the joint efforts of the governments and public.For the governments,there is the requirement of institutional development and self-restraint on public power while for the public,there is the need to foster awareness of citizenship and to heighten the awareness and ability of expression. |
