供销合作社：生产流通信用合作综合发展及途径

通过对我国农村双层经营体制的分析，认为需要建立为农民提供综合服务的有效组织载体，并从既融入“三农”叉具备进入市场能力、既有经营功能又具公益性、跨越一二三产业、网络遍布乡村、新时期改革发展成效明显等方面，分析了供销合作社为农民提供综合性经营服务具备的优势。提出了大力领办农民专业合作社、构建农产品经营服务体系，全力构建经营服务终端、推进农村现代流通服务体系建设，扎实开展农民专业合作社内部资金互助、推进农村信用合作融资服务体系建设，创新体制和机制、构建新时期供销合作社组织体系，实现生产流通信用合作综合发展，构建农村现代经营服务新体系，真正办成为农服务的合作经济组织的新时期供销合作社改革发展的目标任务。

Supply and Marketing Cooperatives: Research on Comprehensive Development of Production and Circulation Credit Cooperation and Route

Having analysed the double management system of rural areas in China, this paper holds that it is necessary to build an effective organizational platform to provide farmers with comprehensive services. Meanwhile, this paper analyzed the advantages of comprehensive service provided by the supply and marketing cooperatives from such respects as compatibility of merging to ＂ three agriculture＂ and owning market access ability, having commercial function as well as public benefit, spanning the primary, secondary and tertiary industries, network covering the rural areas, noticeable achievements in reform and development in the new period. Based on the above, this paper proposes to greatly take a lead in running farmers＇professional cooperatives to construct commercial service system of agricultural products, spare no efforts on constructing commercial service terminals to promote the modem circulation service system construction, solidly develop cooperation of financing in the field of farmers＂ professional cooperatives, boost construction of rural credit cooperative financing service system, innovate the systems and mechanisms to set up the supply and marketing cooperatives organization system in a new period and realize the comprehensive development of production ＆ circulation credit cooperation, construct the new system of rural modern commercial service to genuinely realize the target task of the reform and development in supply and marketing cooperatives to serve the farmers in the new period of the cooperative economic organization.
