基于BCC模型的中国西部地区科技创新绩效分析

自西部大开发以来,西部科技创新绩效尚无准确评价。借助DEA模型中的BCC模型对西部12省市2008—2009年度科技创新投入产出数据进行计算,得出各省市综合效率、纯技术效率、规模效率的具体数值及规模收益情况。分析结果显示：重庆、四川、贵州、云南、西藏、陕西、甘肃、青海的科技创新有效,而宁夏、新疆、内蒙古、广西的科技创新无效,存在投入浪费产出不足的问题。建议西部地区通过发挥科研机构引领作用、保护知识产权、建设科研监管机制、搭建中介信息平台等措施以提高科技创新能力。

Scientific and Technical Innovation Efficiency Analysis of Chinese Western Region Based on BCC Model

There is no accurate appraisal yet about the western scientific and technical innovation efficiency since West Development,through BCC model in DEA this text calculates 2008-2009 scientific and technical innovation input and output data of western 12 provinces and municipalities,draws the concrete number value of comprehensive efficiency,pure technological efficiency,scale efficiency and scale income situation in each province and municipality.The analysis result shows: The scientific and technical innovation of Chongqing,Sichuan,Guizhou,Yunnan,Tibet,Shaanxi,Gansu,Qinghai is effective,and the scientific and technical innovation of Ningxia,Xinjiang,Inner Mongolia,Guangxi is not valid,there are the problems of insufficient output and waste investment.This text proposes the ways to improve scientific and technical innovation ability in western regions through playing lead role of scientific research institutions,protecting the intellectual property,building regulatory mechanism of scientific research,putting up the information platform of the intermediary,etc.
