| 摘 要： | 分析国外城市公用事业市场化进程中的规制改革路径,梳理合同规制在城市公用事业规制中的明显优势,并结合我国城市公用事业市场化方式的特点和所暴露的问题,提出在我国城市公用事业规制改革中尝试实施合同规制。

| Abstract: | Rules and regulations reforming route in the course of urban public utilities market-orientation abroad is analyzed.It is quite available for ordering contract rules and regulations for urban public utilities.Based on our market-orientation features of urban public utilities and problems-existed,the paper points out trying to ex- ecute contract rules and regulations in the reform to urban public utilities in our country. |
