国有资产管理和经营是经济体制改革以来 ,不断探讨和实践的难题。但就它们自身去探讨 ,任何一种结论都难以满足理想化的要求。事实上 ,国有资产管理和经营都是以国有资产所具有的功能和所处的地位为前提的 ,随着国有资产的功能和地位的变化 ,国有资产的管理和经营模式需相应地发生改变。不存在什么理想的国有资产管理和经营模式 ,只有适应于国有资产某种功能和一定地位的国有资产管理和经营模式。

Status, Management and Operation of State-owned Assets

Management and operation of State-owned assets have been difficult issues for continual discussion and practice since reform of the economy system. However, discussion of them as they are will not come up with any conclusions that will satisfy any idealistic requirements. In fact, management and operation of state-owned assets are all based on the function of State-owned assets and the status that they acquire. With the change of functions and status of State-owned assets, their management and operation need corresponding changes. There is no such thing as idealistic modes of management and operation of State-owned assets. There are only modes of management and operation appropriate for certain functions and status of the State-owned assets.
