| 摘 要： | 目前,义务教育均衡发展遇到的问题是人民群众对优质均衡义务教育的需求不断提高,而社会提供的优质教育机构相对稀缺。要解决这一矛盾,就要采取必要的措施,完善校长负责制,在政府投入的基础上,由校长承担起＂办好一所学校＂,促进义务教育均衡发展的使命。

| Abstract: | At present,the problems the balanced development of compulsory education meets with lie in the increasingly higher demand of masses for quality balanced compulsory education whereas there are relatively scarce quality educational institutions in the community.To solve the problems,necessary measures must be taken such as perfecting principal responsibility system so that the principal undertakes the mission of "running a school" and promoting the balanced development of compulsory education on the basis of the government investment. |
