问责制与有限、责任政府

传统认识中将问责制简单等同于引咎辞职、上问下责和对已知具体过失的惩罚,是对问责制的误解。从有限、责任政府的角度去理解问责制,它应是一种民主问责,因为民主问责制的合法性基于“权为民所授”,以法律为依据,体现权责对等和授权与监权的统一。为此通过规范问责制的配套机制,抓好异体问责和加快问责文化的建设等途径构建民主问责制,是有限、责任政府的必然选择。

System of Holding Responsibility and Limited Responsible Government

Traditionally,system of holding responsibility simply means taking the blame for oneself and resign,superiors questioning and subordinates taking the blame,punishing the known defaults.It is a misconception.In fact,to understand it from the perspective of limited responsible government should be a democratic system.Because it is based on the idea "right is given by people",under this,right and responsibility,power-granting and supervision are unified.Therefore,to establish democratic responsibility system is the final choice for limited and responsible government.
