转轨经济比较研究中的方法论问题

为了深入开展转轨经济的比较研究,有一系列方法论问题需要重新探讨。经济转轨特指从计划经济向市场经济的转变,经济转轨的目标是市场经济,不能将其目标定位于资本主义经济或“大规模的宪政转轨”。经济转轨的起点是社会真正有意识地摈弃计划经济而转向市场经济的拐点,不是为完善计划经济而进行改革的那个时点。经济转轨是有终点的,而经济市场化或自由化是一个无止境的过程。经济转轨的结束与进程的测度应当是有客观标准的,不能任由主观判断。

In order to further the comparative study of conversion economy,it is necessary to explore the series of methodologies.The conversion economy refers to the conversion from plan economy to market economy.Its aim is market economy instead of capitalism economy or large-scale political conversion in connotation.The choice depends on the country condition instead of the will.It begins with the awareness of the necessity of the conversion from plan economy to market economy instead of the reform with the aim of plan economy.It has an end while economic market liberalism is endless.The process and the end of economic conversion are judged with objective standards,not subjective ones.
