| Abstract: | Based on the economic basis on which the principles of rule by men's will and rule by law depend,the author analyses that the rule by men's will is the result of natural economy where as the rule by law is the result of market economy. This article presents the opinion on setting up the socialist market economy should be adapted to the construction of socialist legally ruled state. |
