| 摘 要： | 发展问题既是时代的主题,更是时代的问题。在传统发展观的影响下存在着对＂发展＂概念的误读,造成发展和环境保护的分裂。因此,必须对发展概念进行重新解读,明确＂发展＂是整体的发展＂、发展＂是可持续的发展＂、发展＂是具有价值性和现代性的发展。以此重新定位人和自然的关系、重新定位人的责任与义务,在科学发展观的视域中将发展和环境保护统一起来。
