论依法执政的功能与价值

科学执政、民主执政、依法执政的提出,进一步完善了党的执政方式,提高了党的执政能力。在推动依法治国,建设社会主义法治国家的进程中,依法执政是关键,是实现党的领导和执政的基本途径和重要保障。依法执政要求党领导人民依法管理国家和社会事务,保障国家机关依法行使权力,保护公民合法权利,树立党的权威。但是,也要看到依法执政的局限性,防止出现滥用法律和以情代法的误区。坚持依法执政,必须坚持与时俱进,不断改革和完善党的领导方式和执政方式。

Function and Value of Law-based Governance

Capacity for scientific,democratic and law-based governance further improve the Party’s way of wielding power and the governing ability.In the process of managing state affairs according to law and building a socialist country under the rule of law,law-based governance is the key link and the basic approach and important guarantee for realizing the Party’s leadership and governance.In the process of law-based governance,the party leads people to manage state and social affairs by law,supervises the government organs to exercise power in accordance with the law,protects citizens legitimate rights and strengthens the authority.But law-based governance also has limitations,such as abuse of law or no law.It has to persevere in keeping pace with the time,reform and improve the way of the Partys leadership and governance to carry out law-based governance.
