绿色经济视阈下农业依法行政环境调适研究

绿色经济条件下行政环境的需要是确定农业行政管理基本任务的客观依据,对农业行政管理活动具有决定性作用。当前农业行政管理模式仍然处于不完全的管理行政模式,即管制行政模式阶段。在构建绿色经济的发展模式下,必须对政府农业行政职能作出全面及时的调适,构建全新理念的法制体系、服务体系和管理体制,以适应发展需要。

Study on the Adjustment of Agricultrual Administrative Environment in the View of Green Economy

The need of the administrative enviroment on the green economy is the subjective basis to define the basic task of agricultrual administrative system,and plays a dominant role in the agricultrual administrative activities.At present,the pattern of agricultural administration is still on an incomplete administration pattern–the administrative control pattern.On the establishment of the green economic development model,it is necessary to adjust the administrative functions of government promptly,to establish an new legal concept system of legal,service and administration in order to meet the needs of the developing conditions.
