| 摘 要： | 2010年末《大小兴安岭林区生态保护与经济转型规划》正式得到国务院批复,大小兴安岭建设生态功能区的意义也从一省的区域经济规划升级成国家战略。在建设功能区的过程中减少居民对环境直接破坏是保护的主要思路,而推进城镇化进程是其中的重要一环,本文对生态功能区的发展进行了梳理,并对城镇化在生态功能区建设的作用及可能产生的问题进行了分析总结,针对可能产生的问题提出一些建议。

| Abstract: | At the end of 2010,Ecological Preserve and Economic Restructure Project in Forestry Regions of Greater and Lesser Khingan Ranges was officially approved by the State Council,which indicates that the significance of constructing ecological function regions has been upgraded from provincial to the national strategy.The main method of preservation during the process of constructing function regions is to reduce the direct damage from inhabitants,nevertheless,accelerating the urbanization is one of the most crucial links during the process.In this essay,firstly the author collects clearly the information on development of ecological function regions;secondly,the author intends to analyze and conclude the impact of urbanization on the construction of ecological function regions and the issues it may bring about;finally,some recommendations will be offered. |
