社会工作介入城市社区社会救助的路径探索——以广州市JS街家庭综合服务中心为例

社会救助作为一种国家制度,与社会救济有联系也有区别。社会救济较多见于自然灾害、危重疾病等突发灾难给部分社会成员造成生命财产的重大损失和威胁,是临时性、阶段性的救贫济穷措施;社会救助作为政府的责任,是政府采取的长期性的救助制度,是针对某个社会群体的救困助贫措施。作为政府责任对某个社会群体采取的长期性救助,是指国家对于遭受灾害、失去劳动能力的公民以及低收入的公民给予经济救助,以维持其最低生活水平的一项社会保障制度。社会工作介入社会救助是社会管理的新课题,文章从社区社会工作实务出发,对社会工作介入城市社区社会救助的路径进行分析探索。

Exploring the Ways for Social Work to Enter Urban Community Social Rescue——An Example of Family Integrative Service Center in JS Street in Guangzhou

As a national system,social rescue is related to,but different from,social relief.Social relief is a temporary rescue measure and mostly found in unexpected disasters,such as natural disasters,dangerous diseases and so on,causing heavy loss and threat to a portion of social members’ life and property.Social rescue,as a responsibility of the government,is a long-term rescue system,aiming to rescue certain social groups.As the government’s responsibility to provide long-term rescue to some social groups,social rescue is part of the social security system,ensuring the lowest living standard for those who suffer from disasters and have lost working ability and for the low-income citizens.The involvement of social work in social rescue is a new task for social management.This article starts from urban community social work practice and analyzes and explores ways for social work to get involved in urban community social rescue.
