做强中心城市 促进中部崛起

中心城市不仅在于其地理意义,更重要的是其对区域发展的经济意义。中心城市在推进区域协调发展、促进中部地区崛起、加快中部地区实现新型工业化和新型城市化方面具有重要作用。推进中部崛起需要将最具综合比较优势的城市塑造成区域的经济中心。中部地区6个省会城市的中心性等级低于深圳、广州、天津等城市,尚没有出现经济意义上的区域性中心城市,其中武汉的中心性指数最高,但其地理意义上的中心性强于经济意义上的中心性。武汉应当把"中部经济中心"作为自身发展定位,以"综合配套改革试验区"为契机,构造中部大经济区。

The central city not only lies in its geographic meaning,but more important in its economic meaning to the district development.Central cities have performed important functions for promoting balanced development among regions, boosting the development of the Midland,speeding the Midland to achieve new-style industrialization and city urbanization. When we push forward the development of Midland,it should make the city which has the most comprehensive advantages in the district to be the district economic center.The centrality grade of the six province capitals in Midland is lower than that of central cities,such as Shenzhen,Guangzhou and Tienjin...etc.Among them,Wuhan's centrality index is the highest, but its geographic meaning is stronger than its economic meaning.Therefore,Wuhan should make"setting up the Economic Center of the Midland"be itself development orientation,and take"national pilot zone for overall reform"as a turning point to construct the large economic zone of the Midland.
