我国由于多种条件的限制,造成中小企业集群化滞后。我们应采取有效措施:优化集群企业的产权结构、管理结构等;加大政府的扶持力度;强化中小企业集群的社会化服务体系建设,优化企业集群的生存环境;加快中小企业集群技术创新步伐,促进研究开发一体化;建立中小企业集群与大企业协作体系;培育中小企业集群发展的独特区域文化。

Therefore, we should adopt the valid measures: first, to optimalize the construction property and management etc.; second, enlarge the supporting degree of government; third, enhance the social service system development of the cluster of small and medium enterprises, and better the existing environment of the cluster of enterprise; fourth, quicken the step of technical innovations of the cluster of small and medium enterprises and promote the integral wholeness of research and development; fifth, establish the coordination system of small and medium enterprise and large enterprise; sixth, nurture the special regional culture in development of small and medium enterprises.
