乡村社区公共产品供给：因由政府、市场与农民

政府主导供给农村公共产品是为了实现社会产出最大化，市场参与供给农村公共产品是为了实现自身效用最大化。政府投资与市场投资具有资产专用性特征，双方有合作的动机与行为。而有效合作是通过第三方来实现的。乡村社区公共产品供给的监管机制的建立，应该是以政府主导主体、市场参与主体为主导力量，同时接纳农民受益主体，三者共同参与，以公共事业监管机构为有效治理的组织载体，通过制度内和制度外的监管机制实施对乡村社区公共产品供给过程和供给行为实施有效监管，实现约束政府主体和市场主体的动机以及规范政府主体与市场主体的供给行为。

Public Products Supply in Rural Community:in the Perspectives of Government,Market and Famers

Government’s purpose to dominantly supply rural public products is to realize social output maximization,while market is to realize its utility maximization.Government and market inputs both have the features of asset specificity,and they are easy to cooperate.However,efficient cooperation is carried out by the third part.The supervising mechanism of rural public products’ supplying should be established by three parts,which are,government,market participants,and beneficiary of famers,of which the former two are dominated.Public supervising institutions should be efficient administrating organizations,which carry out supervision on rural products supply process and behavior by inner and outside mechanism;to realize restrict government and market participants’ motives,and their behaviors.
