公共权力的"悖论"是指公共权力"善"的目的和"恶"的可能的矛盾.近现代政治理论和实践的主题就是围绕如何解决公共权力的"悖论"而展开的,即对公共权力可能的"恶"进行控制与约束,以实现公共权力"善"的目的.其中,责任就是对公共权力的一种最基础性的控制.由于政府的工具状态与"公共人"的角色定位,以及行政权力具有权利与义务的双重规定,公共行政领域应该用责任取代权利.

Public power's paradox refers to the contradiction between the PP's "kind" purpose and "evil" possibility. The modern political theory and practice debates have been focused on such a paradox, i.e. on the control and limitation of PP's "evil" to achieve the purpose of PP's kindness. Among them, responsibility is the most essential control over PP. In consideration of government's instrumental status and role-assumption of "public people", as well as the administrative power's double stipulation of right and responsibility, responsibility in the public administrative field should be substituted for right.
