网络民意参与政府重大行政决策的困境及对策研究

随着互联网的发展,网络民意在参与政府重大行政决策中发挥着重要作用,成为政府执政过程中不可忽视的声音。但是由于政府对网络民意的误解、或是网络民意的泛娱乐化、或者是因为网络民意的代表性不足等都导致网络民意无法顺利参与政府重大行政决策。本文从问题出发,提出应该更新固有理念、建立健全法制、加强网络知识教育、加快普及硬件设施等方面优化网络民意参与政府重大行政决策的路径。

Dilemmas and Countermeasures to the Participation of Cyber Public Opinion in Major Governmental Administrative Decision making

With the development of the Internet, cyber public opinion plays an important role in major governmental administrative decision makings, so the government ought to pay more attention to it. However, cyber public opinion fails to function well due to the misunderstanding from the government, its own pan entertainment and lack of representativeness. The paper, starting from questions, puts forward some approaches such as updating inherent ideas, strengthening legal system, reinforcing cyber literacy education and speeding up the popularization of hardware facilities to optimize the cyber public opinion participate in major governmental administrative decision making.
