我国公共人力资源管理的价值论

摘    要:一般来说,对公共人力资源进行管理必然涉及到价值问题。事实上,对公共人力资源管理的方法、模式和举措之所以不同,都是源于公共部门或工作人员价值观的不同。公共人力资源管理的方法、模式和举措的本身也是一种价值的体现。研究公共人力资源管理的价值观问题具有重要的理论和现实意义。政治回应性、人事管理效率、个人权利和责任、社会公平、有限政府,是我国公共人力资源管理的基本价值取向。

Abstract:ith the coming of knowledge economic society, especially after China's entry into WTO, the world-wide competition with human resources as its core will make great influences on the public departments of China. To face this challenge, it is of great importance to strengthen the construction in the management system of public human resources. Generally speaking, our management system of public human resources mainly consists of the following four systems: politics commission system, public servant system, the protection system for the underprivileged people and the impermanent (flexible) recruitment system. Having a deep research in each of the systems may exert an important influence to the enrichment and perfection of management system of public human resources in our country.
