摘    要:为推进我国煤炭工业节能减排工作的有效实施,节能减排效果评价已成为企业落实相关工作的重要手段,但目前相关研究仍存在诸多不足之处。通过运用二次相对效益评价法构建了我国煤炭工业节能减排效果的动态评价模型,阐释了该评价模型动态评价待测单元的机理及特点,解决了现有模型无法动态评价煤炭工业在节能减排工作中的有效努力程度及其效果,并进行了评价的实证测试和分析。

Abstract:To effectively push the energy saving and emission reduction(ESER) of coal industry in China,the evaluation for ESER has become a significant measure in practicing relative works in enterprises.However,the current researches on it are still in deficiency.In this paper,an effect evaluation model of ESER,based on dynamic quadratic relative performance,is established.The proposed model could evaluate the efficiency endeavor degree and its effect,which could hardly reflected by most current models.Then,the mechanism and characteristics of its carrying on tested units/enterprises are interpreted;and demonstration evaluation testing and analysis are followed.
