| 摘 要： | 重要战略机遇期是十六大以来党中央对当前国际国内形势作出的一个科学判断。当前及今后一个时期,和平与发展依然是时代的主题。但是,影响和平与发展的不稳定、不确定因素增多。日益复杂的国际形势给中国国家身份和国际责任造成了巨大的压力,但同时,也为中国的发展提供了发展战略转型、人民币国际化、国家影响力上升的机遇及和平的发展环境保障。基于对国际形势的判断,党的十七届五中全会继续作出了"我国发展仍处于可以大有作为的重要战略机遇期"的判断。
