论当代中国行政权价值取向的转变

公正和效率是行政权的两个基本价值取向。一个合理的行政过程应兼顾公正和效率。当代中国行政权为最大化地追求其价值取向,在行政主体和行政相对方的权利义务方面都发生了较大的转变。这些转变对各级行政机关及其工作人员提出了新的要求:树立正确的权力观、依法行政、政务公开、不断提高自身素质等。

On the Transition of Executive Power Value Orientation in the Contemporary China

Fairness and efficiency are two basic value orientations of the executive power. In a rational administrative course consideration should be given to fairness and efficiency. The contemporary China's executive power, in order to pursue the maxim of its value orientation has changed greatly in rights and obligations of administrative subject and the other side of administrative subject. These changes have put forward the new demand for administrative organs and staff members at all levels: establishing the correct power view,administering the state according to law,making government affairs public and constantly improving their qualities, etc.
