我国农地承包经营权流转探析——基于对黑龙江省牡丹江市柴河镇84户的调研

随着我国工业化和城镇化进程的加快，农村劳动力转移的加快，农地流转日益成为能否实现土地资源优化配置的关键。尽管十七届三中全会提出建立健全土地承包经营权流转市场，发展多种形式的适度规模经营，但政策的导向并没有引发土地大规模的流转。本文通过对黑龙江省牡丹江市柴河镇农地承包经营权流转的现状进行调查可知流转中存在的问题主要有：流转面积小、期限短、形式不够多样、合同不够规范和缺乏中介组织。从土地供求角度进一步分析可知。农业比较利益低、非农就业不稳定、土地社会保障功能的强化、土地流转市场的不健全是制约我国农地流转的瓶颈所在。

The Analysis of the Contracted Management Right of Domestic Agricultural Land -Based on the Investigation and Research of 84 Households in ChaiHe County,Mudanjiang City,Heilongjiang Province

With the accelerated industrialization and urbanization,and the transfer of rural labor force,the circulation of agricultural land has been crucial to the optimized allocation of agricultural resources.The Third Plenary session of The Seventeenth Central Committee committed to circulation market of farmland contracted management right complementing and developing varied scale management modes.However,the oritation of policies has not caused great scale of agricultural land circulation.This essay investigates the current situation of agricultural land’s contracted management right in ChaiHe County,Mudanjiang city,HeiLongjiang Province and points out its problems.Then this essay analyses the reasons of blocked agricultural land circulation from the perspective of supply and demand of agricultural land.Finally I reach out the conclusion: Some facts obstruct the circulation of the low revenue of agriculture、instability of non-agricultural work、Strengthening of the social safeguard function of land、incompletion of the circulation market and so on.
