建设开放宁夏,推动宁夏经济社会又好又快发展简

党的十八届三中全会对构建开放型经济体制特别是扩大内陆开放作出了新部署，提出了新要求。建设开放宁夏，是宁夏发展进步最重要的经验，是加快宁夏发展的必然选择，是顺应国内开放和国际大环境的要求。建设开放宁夏，要有新举措和大作为，解放思想是先导，着力推动区内开放，重视促进周边区域开放，面向全国开放，重点是面向阿拉伯国家和穆斯林地区开放，在建设丝绸之路经济带中主动作为。解决好建设开放宁夏中的重大问题，转变政府职能，优化发展环境，放宽投资准入，优化贸易结构，加快对外开放大通道建设，建设独具特色的国际旅游目的地。

An Open Ningxia for Better Local Economy

The third plenary of 18th CPC central committee has made new arrangements and requirements on the construction of an open economy, especially for the inner lands. The construction of open Ningxia is not only an important experience but also an inevitable choice for the better local economy and adaptation to the international requirements. The construction of open Ningxia requires new actions and new steps. Under the guidance of mind emancipation, we should put forward the local openness and re- gional openness, and reinforce the communications with Arabic states and Muslin areas. To resolve the major issues in the process of construction, we should transform the government functions, optimize the development environment, loose the invest accession and construct an international traveling destiny.
