| 摘 要： | 我国民办高等教育立法相对滞后,导致民办高等教育办学秩序混乱、管理体制不健全和产权属性不清晰等问题,制约着民办高等教育的发展。本文试图揭示民办高等教育发展陷入困境的政策根源,在深入分析的基础上,提出促进我国民办高等教育发展的政策建议。

| Abstract: | The relative lagging of our non-governmental higher educational legislation leads to the disorder of the non-governmental higher education.The unsound managerial system and the indistinctive attribute of the property rights restrict the development of the non-governmental higher education.The paper intends to reveal the policy origin that has made the non-governmental higher education get into a jam,and,based on profound analysis,presents proposals in policy for promoting the development of our non-governmental higher education. |
