| 摘 要： | 大众化已成为世界各国高等教育发展的必然趋势。山东高等教育大众化的途径有 :大力发展高等职业教育 ;鼓励自学考试 ;鼓励企业开办二级学院。相关举措是 :树立新的高等教育质量观 ;建立新型的高等教育管理体制、办学体制 ;积极推进高校内部机构改革 ;建立健全招生和就业制度 ,加强学校与企业、社会的联系。
