新公共管理视域下政府执行力提升研究

政府执行力是政府工作的核心能力。当前,学界从不同角度研究了政府执行力及其提升,而从新公共管理理论及实践的角度进行研究将是提升政府执行力的有益探索。新公共管理的核心价值主张与政府执行力存在相关性,其价值理念及理念的实践中存在诸多影响政府执行力的因素,而从这些影响因素着手建设有使命感的政府、加强与改进政府绩效评估、完善与执行相关的制度建设、加强行政文化建设将是提升政府执行力的有效途径。

Research on the Improvement of Government-s Implementation Capacity in the New Public Management Scope

The implementation capacity is the core ability of government.And it has been researched from various angles in academia.Also,it will be meaningful to study from the theoretical and practical aspect of the new public management.The core propositions of the new public management are related to the government implementation capacity,and there are many factors that affect the government capability in its values and the practices.Thus it will be an effective way to improve the government implementation capacity by constructing a government with a strong sense of mission,strengthening and improving government performance evaluation,advancing the institutions related to implementation and strengthening the construction of administrative culture.
