| 摘 要： | 近几年,许多地区积极探索实施高龄津贴制度,目前已有14个省份建立高龄津(补)贴制度。各地的探索提高了本地区高龄老人的保障和福利水平,但高龄津贴在不同地区的制度定位、政策目标和所发挥的作用不同,而且各地政策差异较大,也产生了一定的负面效应。在老年保障各项目分工清晰并实施到位之后,高龄津贴制度应当逐步定位于"尊老、共享",即让高龄老年人共享经济社会发展成果。

| Abstract: | In recent years,many areas in China actively explore and carry out advanced-age allowance systems and now there are 14 provinces which have already established the advanced-age allowance systems.Thanks to their efforts,security and welfare levels of the advanced age in these areas have been improved.However,the advanced-aged allowance systems in different areas have different policy objectives and play different roles.Moreover,great differences in the policies have led to negative effects.Based on a review of these policies and international experience,the author analyses the present situation and trend of China’s social security system,and believes that the advanced-age allowance system should be gradually positioned to let them share social and economic development outcomes after their security programs have fulfilled their responsibilities. |
