| 摘 要： | 规范完善的社会保障体系是中国面临的重大改革任务之一。提高社会保障意识 ,协调社会保障目标 ,健全社会保障组织体系 ,完善社会保障基金运作 ,加速社会保障制度化、国际合作化及健全社会保障制度 ,是中国社会保障制度建设十分紧迫而艰巨的任务。
