| Abstract: | The paper conducts an analysis on a series of problems of fiscal deficit, singleness of fiscal budget expenditure and irregular management that restrict the development of rural economy. To optimize township fiscal management, some measures must be taken: to develop and expand financial resources, to increase township financial income, to moderately enlarge town scale, to improve utilizing rate of resources and government efficiency, to optimize financial expenditure structure, and to enhance the management of off budget funds. |
