| 摘 要： | 我国学费和国家助学贷款政策存在着密切的相关性,学费越高,国家助学贷款发放的比例就越大。因此,基于成本分担理论的学费和国家助学贷款政策的价值取向应以“公平优先、兼顾效率”为原则。并在此原则指导下,形成我国以支付能力为判定依据的学费和国家助学贷款政策。而在学费和国家助学贷款政策设计与安排过程中,政府的作用是至关重要的。

| Abstract: | Close correlation between tuition policy and policy regarding state-subsidized student loan in China indicates that the higher tuition is,the larger the proportion of granting state-subsidized student loan is.The tuition,based on the cost-sharing theory,and the loan policy should follow the principle of "equality in priority,and giving consideration to efficiency".Therefore,China should develop policies regarding tuition and loan according to the standard of ability to pay and the government should play its important role in the process of formulating policies. |
