安徽城镇居民收入水平及差异分析与政策建议

1996到2001年,安徽城镇居民收入增速明显偏慢,收入差距进一步扩大.此外,从近几年的数据看,低收入人口的实际收入的增长幅度出现了下降的势头,两极分化的苗头已经显现,城镇居民贫困问题已经成为不容忽视的一个大问题.为此,我们建议通过有效的税收政策、加快发展开放流动的劳动力市场,在兼顾经济发展与产业优化的基础上实施就业优先政策,增加城镇居民收入,缓解两极分化和城镇居民贫困问题的压力.

Income Level of City Dwellers of Anhui Province A disparity analysis and policy advice

The years from 1996 to 2001 witnessed a slow income growth of city dwellers of Anhui province and a widened disparity.As statistics in recent years shows, the growth rate of income of the low-income population has been declining and the income polarization is under way.In fact,pauperization of city dwellers has become a serious problem not to be neglected.The present paper thereby proposes that while considering both economic development and industrial optimization,effective tax policies be adopted,open and flexible job market be developed and employment priority be provided so as to increase the income of city dwellers thus lessening the pressure of income polarization and pauperization.
