Talor's scientific management started in the beginning of 20 century,has greatly increased the social productivity of that time by establishing scientific and reasonable quantitative measure which can distinguish technology ability and effort of workers. Today,management activity has been more complicated and has various styles. The key to improve management level lies in exploring the managerial efficiency. The measure of managerial efficiency should be based on the dynamic change of the strength of the units being measured. Such a measure can overcome the shortcoming of less of justice in the exit measures, which weakens their inspiration function.
