| 摘 要： | 和谐社会应当是建立在物质文明不断发展之上的社会,应当是把"以人为本"作为终极性价值关怀的社会,应当是以民主与法治为制度基石的社会;此三者相辅相成、相互渗透、缺一不可.构建"以人为本"的社会主义和谐社会既是中国执政党的政治道德责任,又是一种可欲亦可求的社会发展目标.

| Abstract: | The socialist harmonious society should be built on the steady development of material civilization with the fundamental care for every individual and with democratic and legal institution as the foundation. The three ingredients are inseparable and interdependent. It is the political morality that sets the responsibility on the CPC and the goal will be achieved with the above - mentioned indispensable elements equipped. |
