市场机制下企业的职业教育价值度量与开发

摘    要:
探寻以政府为主导的产学合作机制,需要首先认识和把握市场机制下企业参与教育的规律性。从企业需求出发,基于企业参与职业教育行为分析,提出“企业具有‘绝对’和‘相对’职业教育价值”。分析认为,技术水平是决定企业职业教育价值量的关键因素,开发企业职业教育价值的最优选择是在系统性策略框架下依次递进地实施增值、挖潜、置换策略。

Abstract:
It has to be known and utilized of the law about enterprises' involving their activities in technical and vocational education and training, for making clear about the mechanism of cooperation between education sector and industrial sector which are guided and controlled by government.Based on the running needs of enterprises by use of the approach of case study, authors proposed that enterprises bring forth the "true" and "dynamic" value of technical and vocational education and training which mean investments into the field of education and training, and that it is the level of technology adopted by enterprises that is the key decisive factor for these values, and that the best choice of making, full use of the value of this type is to implement 3 strategies as follows: "Value increasing" which means that devising and implementing related policies to promote enterprises to invest more in activities in technical and vocational education and training, "potential developing" which means having this kind of investments fully utilized by setting up special market, and "value exchanging" which means that government or educational institutions exchange its educational resource for the equal amount of educational investment of enterprises. These strategies should be placed within a systematic framework with the consideration of being economic and feasible.
