构建社会主义和谐社会是中共十六大以来的一个全新执政理念。可以认为,改革开放以来党的几代领导集体为巩固执政基础做出了不懈努力,邓小平全面提高了党执政的经济基础,江泽民广泛拓展了党执政的社会基础,而以胡锦涛为总书记的中共中央提出提高党的执政能力与构建和谐社会的要求,不仅意在重新整合和巩固党的传统政治基础,而且将民主法治、公平正义等作为和谐社会的最主要内涵,意在进一步深入完善党执政的现代政治基础。

Constructing a Harmonious Society: General Improvement of Political Basis for CPC's Power

The construction of a socialist harmonious society is a new political concept proposed by the Sixtenth CPC Congress.Since economic reforms,generations of CPC leaders have made consistent efforts to consolidate the basis for the leadership of the CPC.Deng Xiao-ping has significantly improved the economic basis while Jiang Ze-min has further expanded the social basis.The central committee of CPC headed by Hu Jin-tao has called for the improvement of CPC's leadership ability and the construction of a harmonious society.In addition to strengthening the party's traditional political basis,the new policy is designed to further improve the modern political basis for CPC's leadership by making democracy,rule of law and justice the major elements of a harmonious society.
