| 摘 要： | 近年来,随着温室效应的加剧,森林作为固碳主体所起的作用与碳汇问题越来越受到人们的关注,在国际和国内环境下,黑龙江省作为森林资源丰富的省份,充分利用森林资源优势对黑龙江省保持生态平衡和经济转型具有重要意义。针对黑龙江省碳金融体系构建前提的相关问题,结合其发展碳汇的潜力,以明晰碳资产的产权为前提,提出发展碳汇交易市场的基本观点。

| Abstract: | Forests are drawing people’s more and more attention as the main parts of carbon sequestration.Therefore,making full use of the advantage in forests of Heilongjiang province has great significance in both ecology and economy.This paper aims at raising ideas about constructing the system of carbon finance and related issues combined with the potential of carbon sequestration on the basis of the property to be cleared. |
