台湾对外交往权相关问题研究

中国政府基于“一个中国”原则和保障台湾民众正常对外交流的意愿,将台湾的对外交往权界定在非国家或地区性经济实体的范畴内;而在实际的国际交往中,台湾当局在完全缔约权、建交与使节权、参与国家间国际组织等方面也确实无法体现其所声称的对台湾的主权,缺乏代表国家实体的对外交往权利。然而,在全球化的冲击下,台湾与外部世界的经济文化关系已很难简单定义在非官方非政治的框架内,其对外关系有可能已超出民间甚至半官方实质关系的范围,而国际社会也相应地存在一种将台湾视为地区性的政治经济实体的倾向,这一形势构成了中国外交必须慎重应对的严峻挑战。

Studies on Taiwan's Rights in Relations with Outside World

Based on "One China" policy and in consideration of Taiwanese desire for communication with outside world, Chinese government defines Taiwan's rights in relations with outside world within a non-state or non-region economic ent ity. However, under the impact of globalization, Taiwan's rights in relations wi th outside world can not be simply defined within a non-official and non-polit ical framework, and there is a tendency in the international community that Tai wan is regarded as a regionally political and economic entity, which becomes a s erious challenge to Chinese diplomacy.
