秦汉开发西部的政策及其得失

秦汉经营西部的过程,是我国统一多民族国家开发西部历史长河中的第一个大的浪潮。秦汉根据西部地区特殊的地理环境、复杂的民族关系、经济生活以及文化习俗等多方面的差异而制定的西部开发政策,经历了一个从单一到逐步深入、综合的过程,政治统一与经济开发同行,军事威慑与抚绥相伴,具有里程碑的性质,在历史上具有开创性的意义,为后代开发西部提供了有益探索。秦汉在西部开发过程中的种植粮谷、开垦荒地等活动,在促进农业发展、带动当时当地社会经济、文化进步的同时,对西部地区尤其是西北地区脆弱的生态环境也造成了一定破坏。

Qin-Han's developing west policies: gains and losses

The Qin-Han Dynasties' management of West China is the first big tide in the annuals of China's multi-national unification and west development. Qin-Han established their west development policies on the basis of the local geographical environment, complex ethnic relations, various discrepancies of economic life and cultural conventionalities, going through a unitary process from simplicity to complexity with political unification and economic development going hand in hand, and with military deterrence stroke accompanying peace: a milestone in history, and an enlightening source for descendants' further west exploration. In developing the west, Qin-Han planted grains and opened up wasteland, which promoted agricultural development and drove local socioeconomic and cultural advance, but at the same time caused certain damages, especially to the fragile ecological environment of northwest region.
