抗日根据地乡村政权建设的历史经验

抗日根据地的乡村政权建设是民主革命时期我国政权建设的成功范例,积累了丰富的经验,主要是:第一,高度关注民生问题,并通过实行一系列以解决民生问题为核心的措施,形成民众对党和政府的认同。第二,始终将推行民主选举作为建设乡村政权的基础工作,通过开展细致而充分的宣传动员工作和实行普遍、直接、平等、无记名投票原则,让民众直接参加选举,行使当家作主的权力。第三,把发动和组织民众放在重要位置,将民众组织起来,创造乡村政权的组织基础。第四,把加强民众直接监督置于重要地位,约束乡村干部行为。

Historical Experience of Countryside Regime Construction in Anti-Japanese Bases

Countryside regime construction in anti-Japanese bases remains a successful example for building our national regime in the period of democratic revolution.These experiences are as follow: 1.pay close attention to people's livelihood.Carrying out a series of measures to solve people's livelihood is to form the masses' identification with Party and government;2.spread the practice of democratic election as basic work in building countryside regime construction.Through initiating a careful and sufficient publicizing campaign and implementing universal,direct,equal and secret ballot,the masses can participate in voting activity,exercising their right as masters;3.Take a priority to launching and organizing the masses to create an organization basis for countryside regime;4.stress the masses' direct supervision to restrict village cadres' behavior.
