| Abstract: | Wu Emperor of the Han strongly advocated Confucianism and vigorously practiced governance by virtue during his reign. In addition, he innovatively adopted the reign by law to seek after the most efficient way to reign. Using both the carrot and the stick with the combination of the governance by virtue and law, he contributed a lot to the then unprecedented development in politics, economy, military and culture. |
